LOCATION: Carlisle, Cumbria

JOB TITLE: Outreach Programme Project Manager

SALARY and BENEFITS: 37,075* (PRO RATA) - *Incremental progression up to 46,924

WORKING HOURS: 37 hours per week, Monday to Friday

THE COMPANY: Our client are a lead institution for CCOP (Cumbria Collaborative Outreach Programme) - the Cumbria consortium, which includes partners ranging from higher education institutions, further education colleges and employers operating within Cumbria. The post will be based within the University grounds but will work for the consortium. The programme aims to work in identified target wards with specific young people in Cumbria to provide sustained, progressive and intensive outreach in order to broaden aspirations and ultimately increase progression to higher education.

THE ROLE: As a project manager you will be responsible for working alongside the Director of the Cumbria Collaborative Outreach Programme (CCOP) to establish and lead the CCOP, part of HEFCE's (Higher Education Funding Council for England's) national initiative to ensure Government targets to double the number of young people from WP backgrounds in Higher Education by 2020 are met. You will lead and manage the programme on a day to day basis in order to ensure the programme's aims are met.

Initially funded until December 2018, it is intended that the programme run for a further two years up to 2020 should reasonable progress towards targets be demonstrated.

Key Responsibilities for the Outreach Programme Project Manager's role in Carlisle, Cumbria include:

- Responsible for the successful delivery of CCOP on behalf of its partners and to act as the programme's main point of contact as well as managing, leading staff and delegating work activities to deliver the programme's goals
- Report to, and participate in, relevant Committees to contribute to the overall management of CCOP and to the development of strategy relating to outreach activities and initiatives, report on progress and make recommendations
- Bring together a range of partners to work collaboratively in the delivery of sustained, progressive and intensive outreach to the target wards
- Oversee the evaluation of activities of CCOP participants and to ensure robust systems are in place in order to meet Hefce monitoring requirements
- Develop and implement the CCOP delivery plan to meet agreed milestones and targets and deploy resources and budget effectively
- Monitor and take responsibility for managing CCOP's allocated assets, resources and budgets, also contribute to resource and budget planning
- Liaise and communicate effectively internally and with a broad range of
partners across Cumbria to ensure expectations are met
- Represent CCOP on a national level, attending events and conferences as
relevant and contributing to national policy or practice

THE CANDIDATE: The successful candidate for the CCOP Outreach Programme's Project Manager will be educated to a Degree level or hold equivalent experience. It is essential you have previous experience in a role linked to widening participation and/or access, ideally in a HE/FE (Higher/Further Education) setting. You should have experience managing and overseeing large complex projects as well as experience of effective partnership working and stakeholder management. You should have experience managing a team of staff and management of budgets. It is essential you have the ability to analyse and solve problems of a complex nature, as well as the ability to think strategically and communicate and present concepts and complex material to a range of audiences. You must be able to travel regularly throughout Cumbria and Nationally to conferences and events.

Key Experience/ Characteristics preferred for the Outreach Programme Project Manager's role in Carlisle, Cumbria :-

- Educated to a Degree level or hold equivalent working experience
- Previous experience in a role linked to widening participation and/or access and managing large complex projects
- Ability to lead, manage and delegate to staff
- Previous experience managing projects and significant budgets
- Must be able to analyse and solve problems of a complex nature
- Previous presentation skills and be able to communicate and present concepts and complex material to a range of audiences
- Must be able to travel regularly throughout Cumbria and Nationally to conferences and events
